If Rehab were a Drug, would it be illegal?

If rehab were a drug, would there be demands to make it illegal? According to this report, published by the US government, supposedly as evidence of the efficacy of drug rehab for heroin users, https://www.ncbi.nlm.nih.gov/pmc/articles/PMC153851/ (The study was done in the UK, but this publication is from the US government) “Patients who “successfully” completed inpatient detoxification were more likely than other patients to have died within a year. No patients who failed to complete detoxification died.” This 2003 report describes a study of 137 subjects enrolled in a 28-day rehab program. Of the 137 subjects, 3 died – all of whom completed the program, while none of the drop outs died. The report posits that the people who died after rehab had lost their tolerance and thus died from a dose they would have previously survived. This report doesn’t say how long it takes to lose this tolerance, although the difference in the length of stay between drop outs (mean stay of 15.6 days) and those who died (mean stay of 24.6 days) was 9 days. This study was over 10 years ago, and yet 28-day rehab is still the norm.
